Is an industrial mining operation compatible with our neighborhood?

Background

Special Exception Request

Kimley-Horn (Engineering Firm) and Anderson Columbia Co (Paving/Infrastructure/Mining Operator) are requesting a Special Exception to open a mine for 30 years on 99 acres of land on behalf of an out of county property owner.

  • Excavating to 52ft of elevation.
  • Seasonal high water level estimated at over 70ft in some areas.
  • Property elevation ranges from 72ft to 107ft.
  • 50 Dump truck one way trips per day (25 trucks in, 25 trucks out).
  • 10 Water truck one way trips per day.
  • 4 Employee one way trips per day.
  • Operational plans are not specified other than “no blasting”.
  • At end of mining the engineers expect the location to be described as a pond, lake or depression.
  • Operations from sunrise to sunset, Monday through Saturday.
  • Property currently is primarily vacant land best described as naturally vegetated scrubland with a 250ft cellular tower under an existing Conditional Use.
  • By Ordinance: Commission MAY approve if petitioner proves the mine is compatible with the area. The burden is on the petitioner.

Status

Staff Review/Recommendation

The Levy County staff report recommends that the Board of County Commissioners approve the requested Special Exception. It is important to know the staff report was written by a third party contractor due to Planning and Zoning staff vacancy.

Planning Commission

On April 7, 2025 the Levy County Planning Commission voted 3-0 in favor of recommending that the Board of County Commissioners NOT approve the requested Special Exception.

My yard, Our water

The Floridan Aquifer provides us with some of the best drinking water in the world. People pay for what we drink straight from the tap or hose.

This project proposes to dig below the seasonal high water level and leave only two feet of sand protection above the aquifer.

Once contaminates reach that level there is no taking them back. One gallon of spilled diesel fuel can contaminate 6.3 Million gallons of water.
The Floridan Aquifer system spans approximately 100,000 square miles.

This is a truly regional issue.

Does an industrial mine fit with homes and playgrounds?

“That the property is suitable for the use proposed by virtue of its location, shape, topography, and by virtue of its compatibility with adjacent development, and with the character of its zoning district.”

Can you farm under water in a 40ft deep hole?

“[T]he A/RR district is intended to provide for the continued viability of agribusiness in the county while permitting low-density residential land uses that are compatible with the predominant land use in the district – commercial farming.”
